You can make control horns out of scrap pieces of PVC pipe. Simply cut off a hunk of pipe, cut down the middle of each pipe surface and you will have 4 potential control horns. Use this picture as a good guide:
You will almost ALWAYS have a control horn back plate (sometimes called a "doubler") on the other side of the elevator or aileron, so go ahead and make some doublers to go with your control horn. These can also be used for mounting tail surfaces (horizontal stab, or vertical fin) to the airframe.
